The proposal on formulating the 10th Five Year Plan for national economic and social development passed by the Fifth Plenary Session of the 15th Central Committee of the Communist Party of China clearly states: "we should vigorously revitalize the equipment manufacturing industry, rely on key technological transformation and major engineering projects, improve the level of design and manufacturing, promote the integration of mechanical and electrical equipment, and provide advanced and complete sets of technical equipment for various industries.". The outline of the tenth five year plan also puts forward clear requirements for accelerating the development of machinery industry. The machinery industry must recognize the situation, grasp the opportunity, focus on the market demand, strengthen the reform, promote the strategic structural adjustment, and realize the optimization and upgrading of the industrial structure as soon as possible, so as to lay a solid foundation for the revitalization of the machinery and automobile industry in 2010 and better shoulder the historical responsibility of equipping the national economy.
